Consumer grievance redressal (CGR) is an important function of an efficient, responsive, and transparent municipal body. The purpose of a grievance redressal mechanism is to provide a platform for citizens to lodge their complaints related to various services they receive from the municipal body, voice their opinions, and provide feedback on various services rendered by the urban local bodies.

MoUD , under JNNURM mandated that the States enact the Community Participation Law(CPL) and its provisions thereof to enhance citizen participation by bringing it down to sub ward level which is an ‘area’. However, information received from JNNURM, MoUD; case studies and reviews carried out by TERI bring out that only 12 States have enacted the CPL.

The main objective of the study was to provide a comprehensive approach to calculate the carbon footprint from road works and calculate the reduction of carbon emissions from improved road operations. The study focused on ongoing road projects in South Asian countries, mainly India, Bangladesh, and Sri Lanka.
