Preparing the energy sector dialogue and SAARC Energy Center capacity development
The overall expected outcome of the TA is the identification of the most appropriate energy development and trading opportunities to meet the growing energy demand in SAARC member states. The TA will also improve the viability of such development in the energy sector projects in the region by increasing awareness about appropriate incentives, technologies, and enabling environment. Consultants will be recruited for the three components of the TA: (i) the South Asian Association for Regional Cooperation (SAARC) Regional Energy Trades Study (SRETS); (ii) developing the capacity SAARC Energy Center (SEC); and (iii) logistics services and support. The SEC capacity-developing program will be implemented as agreed upon by the SAARC Secretariat, SEC, and ADB. Emphasis will be on the training of trainers in the priority sectors or areas included in the Dhaka Declaration. This component will cover several activities including undertaking policy studies, training, skills development, sharing best practices, and study tours. It will also provide SEC an opportunity to undertake Energy Dialogue, stakeholder consultation (including with non-government organizations) to facilitate regular activities such as experts working group meetings. Study tours such as visits to the ASEAN Energy Center in Jakarta by about 25 energy sector professionals from all SAARC member states, SAARC Secretariat, and SEC officials will be another activity.
