Performance Assessment of Electricity Distribution Franchisee of Agra

A detailed assessment of the power supply position as well as consumer satisfaction in the franchisee area of Torrent Power Limited in Agra

In 2009, Dakshinanchal Vidyut Vitran Nigam Limited (DVVNL), one of the state-owned power distribution utilities of Uttar Pradesh (UP) made a Distribution Franchisee Agreement (DFA) with Torrent Power Limited (TPL) to improve operational efficiency of electricity distribution system in Agra smart city in UP. TPL has since carried out system strengthening and operational efficiency improvement through various initiatives such as improved billing and collection mechanism, effective customer grievance redressal mechanisms, etc. In this context, the Uttar Pradesh Power Corporation Limited (UPPCL) entrusted TERI to undertake a detailed assessment of the power supply position as well as consumer satisfaction in the franchisee area, under this project.

Under this project, a ground-level assessment of electricity supply position and consumer service delivery in the franchise area of Agra was commissioned. The approach, methodology, analysis, findings and conclusions were consolidated into the final report prepared under the project.

In particular, the report includes a profile of Agra’s electricity distribution system, technical and operational efficiency improvements, results and analysis of the consumer surveys undertaken, and indicative measures to further strengthen the power distribution system in Agra. The broad approach adopted for the assessment comprised study and analysis of primary and secondary data in regard to technical and operational performance of the distribution franchisee. A major source of primary data in gauging consumer perception was a questionnaire-based survey designed around purposive sampling technique and focused group discussions.
