Ecological footprint: establishing a tool to measure and manage urban energy use in India and China
The overall scope of the study would be - * to examine the energy consumption patterns in select cities in the household sector, including movement of people, and * to explore how the ecological footprint can be used as a tool to communicate the benefits of use of energy efficient techniques and adopting demand management practices. TERI would undertake the following tasks during the first stage of the study (2nd July 2007 to 31st March 2008). Task 1.1: The study would begin with an extensive literature review to understand and compare the different methodologies that have been adopted for the estimation of ecological footprints worldwide. The application of ecological foot print concept to household energy use and the movement of people is an upcoming area. There is already some notable work in this area. These will be studied and their applicability in the urban context of India and China will be reviewed. Task 1.2: A common framework would be developed which would be applied to measure the ecological footprints in selected cities in India and China in the second stage. Task 1.3: After consultations/discussions with AEIs collaborating partner from China, TERI would reach a consensus on a commonly agreed framework, which could be implemented in both the countries in the second stage. This would require a team of experts from TERI to visit China for discussion and exchange information on the methodological framework, and establish a partnership arrangement. In addition, the TERI visit would entail preparation of list of comparable cities with their characteristics in both the countries. Task 1.4: A final round of discussions with Veolia Institutes expert groups and project partners in New Delhi would help the study team decide on the following : Choice of cities in India and China for the study Methodology to be adopted including issues like : a) The level of spatial aggregation at which the study should be carried out b) The components and drivers of energy supply and use that need to be covered by the tool c) Level of data availability or ease of data collection in the selected cities d) Deliverables for stage2 of the study e) Specific expertise needed for the study f) Budget for stage2 of the study Task 1.5: TERI will submit a final report to Veolia Institute towards end of ninth month, which would also include the scope of work for stage 2.
