MoUD , under JNNURM mandated that the States enact the Community Participation Law(CPL) and its provisions thereof to enhance citizen participation by bringing it down to sub ward level which is an ‘area’. However, information received from JNNURM, MoUD; case studies and reviews carried out by TERI bring out that only 12 States have enacted the CPL. However, the area sabhas have not been set up anywhere yet.

Through this study TERI brings out some of the issues involved in setting up of area sabhas in the States. And suggests ways to establish area sabhas and enhance citizen participation in local bodies.
