Distribution in the power sector has been a cause of growing concern. The paper traces the historical reform efforts and discusses the legacy challenges facing the sector. Given the context of the current pandemic, which threatens to precipitate the long brewing crisis in the sector, it suggests possible solutions for the way forward.
